This is a tier 2 helm and therefore does not drop off Vistrix, this drops in Black Ring Citadel, the tier 1 Helm of the Valiant drops from Vistrix.

To expand on this, this helm is supposed to drop off wing 3 of BRC. BRC wing 3 does not exist as of yet and thus this helm is not accessable. However, wing 3 is expected to be added this month in patch 1.04.
